the law should be written to say:

If the other person is under 18, you should be within 3 years of age of them!

I wouldn't like the idea of an 18 year-old being with a 13 year-old,
but with a 15 year-old, no problemo. I guess it's all in how you're
brought up. In some countries, girls marry at 12 or 13.
